 The Changing Role of the State in the Post-COVID Era: New Macroeconomic Paradigms


The COVID-19 pandemic has profoundly shaken not only global health systems but also the fundamental assumptions of economic thought. The long-dominant neoliberal understanding of "markets will spontaneously reach equilibrium" lost its validity with the pandemic, and the role of the state in the economy began to be redefined.


A study titled "New Macroeconomic Paradigms: The Role of the State in the Post-COVID Era," conducted by Assoc. Prof. Gülgün Çiğdem, Department Head of the Department of International Trade and Business, Asst. Prof. Funda Kara, and Şule EKUKLU, examines this transformation from a historical and theoretical perspective. The study offers a comparative analysis of classical, Keynesian, and neoliberal approaches, discussing the "active state" model, which gained strength in the wake of the pandemic, as a new macroeconomic paradigm.
 
The research emphasizes the centrality of the concepts of resilience, sustainability, and social inclusion to economic policy design. Accordingly, the state not only assumes a corrective role in the aftermath of crises but has also become an actor that steers the economy and rebuilds social welfare.
 
However, increased public intervention poses new risks to fiscal sustainability, efficiency, and democratic balance; therefore, the study addresses the following fundamental question: “Is the state's return a sign of a permanent paradigm shift or a temporary aberration specific to the crisis period?”
 
This comprehensive analysis, presented at the 7th International Palestra Scientific Research Congress in Skopje, North Macedonia, attracted considerable attention from the international academic community. The study provides an up-to-date roadmap for the evolution of macroeconomic thinking for researchers and policymakers seeking to understand the economic structure of the post-pandemic era.
