 The Lose-Lose-Lose-Lose Spiral in the Employee-Firm-Society Triangle: Why Is There an Employment Problem Despite High Unemployment Rates?


ITO “Winning Employment: Problems Experienced by Firms in Employing Employees and Suggestions for Solutions” report examines the employment problem in Türkiye and Istanbul.


In the examinations conducted, it has been observed that companies in many sectors, especially in industry, have employment deficits. When we look at the main problems in this context, problems in basic education and organizational problems (cohesion, motivation, belonging) are seen in the entire employment market. For blue-collar workers, structural problems in the technical education system, image/status problems and relative wage problems are added to these problems. For medium, medium-high and high-skilled white/gray collar workers, there are structural problems in the higher education system and technological deficit. Apart from these, the problem of migrant labor and the frequency of employment protection regulations are also among the problems encountered.
 
In terms of problems in vocational/technical education, the lack of informed choices in high school and higher education, and the fact that the route they chart for their careers is not in line with their vocational/academic tendencies and abilities draws attention. Similarly, there is a mismatch in labor supply and demand for white-collar occupations with medium-high and high qualifications. To this end, it is recommended that a plan be developed to determine Türkiye's current and future labor force needs and that universities be oriented according to this plan.
