 HOW THE LAW ON "SOVEREIGN RUNET" WORKS IN RUSSIA?


November 1 marks two years since the law on “sovereign Runet” came into force. According to the law, a national Internet traffic routing system is being created in Russia. This law is designed to protect the domestic segment of the Internet from possible external threats.


The law defines the necessary traffic routing rules and organizes control over their observance, as well as regulates the creation of the necessary infrastructure that will ensure the operability of Russian Internet resources in case if Russian telecom operators cannot connect to foreign root servers. In addition, the law creates an opportunity to minimize the transfer of data, which is exchanged between Russian users, abroad. Finally, the law introduces the need to conduct regular exercises for authorities, telecom operators and owners of technological networks to identify threats and work out measures to restore the operability of the Russian segment of the Network.
Alexander Khinshtein, Chairman of the Committee on Information Policy, Information Technology and Communications, noted that the law on "sovereign Runet" was able to change the state of the Russian segment of the global Web, create tools for its protection, and ensure the safety of citizens in the international information space.
Centralized management of addressing and routing in Runet will be introduced only in case of detection of a threat, that is, when the Monitoring Center determines the presence of a critical failure in the external Network or a targeted impact on the national segment of the Internet. The procedure for centralized management of the Network is approved by the Government of the Russian Federation.
Information, the dissemination of which is prohibited in Russia, is already blocked in accordance with the procedures prescribed in the legislation. The law provides for a transition to a more technologically advanced level, which will ensure compliance with the requirements of the legislation on information with more accurate tools for working with Internet traffic, the use of which should not affect the quality and speed of access to Internet services for citizens and companies.
